Paying a licence disk that I don't have.

I've been paying for licence disk for a period of 3 years now is due for the 4th time and I don't have money to pay for two cars the one I have and the other one I don't have. I emailed and called Toyota many times but no answer. I want my money back and they must remove that car I never had.someone is not doing his/her job.
