No service from Toyota S.A and Dealership

I am trying to get a compliance certificate for a Toyota Tazz from the dealership in Pinetown the service manager they don't get involved but i bought the car from them. I tried getting hold of Toyota S.A customer service they don't answer the phone or they cut call. I need the certificate for road worthy in New Zealand. I cannot speak to any one.
