Licence Disc as lockdown extension expired

Bought a Toyota fortuner at toyota in Centurion in march 2days before lockdown car . I understood it was lockdown after . I now went to the licence department to pay for my licence disc . Im being told the toyota fortuner owes money . Called sales lady im told she will trf money 2 my acc. Why are we paying for service not rendered. Car is not even roadworthy didnt get a disc. I even had to force them to service the car after buying it, customer care nonsense called to complain no assistance given regarding the disc matter instead they send a copy of the natis cerificate
