instrument cluster recall not paid for out of warranty

My dad owns a toyota Hilux 3.0 d4d raider dc (2014). It has a problem that the fuel gauge shows a quarter of a tank of diesel is available but then the bakkie would run out of diesel. We spoke to a Toyota dealership and they told us that there is a recall on this but because the bakkie is out of warranty we would have to pay for it ourselves. If it is a known fault on these bakkies why doesn't Toyota fix it?
