Fire lighter packaging in non resealable plastic bag with added resealable plastic bag? Makes no sense

Why are you fire lighters wrapped in a plastic bag which is not resealable, and then an extra resealable bag is added to the box?? This is the worst way to think? Just put your damn fire lighters into the resealable bag in the first place and save a lot of useless plastic bags! Makes no sense how you can waste plastic like this in a modern time like now!
