Parking lots

As I went to The grove mall after 19h00, the parking lot is literally written “one hour free” in bold but when you about to exit they tell you to pay

They told me to pay because it’s flate rate what what but they never specified that on any board or anywhere but they can write the fact that it’s “ONE HOUR FREE” I parked less then one hour, literally 30 min but they made me pay
