Demanding a refund

Hi this is a traveling Agency run byva guy called Mthokozisi Ngubane, i paid an amount of R3500 for a trip to Mpumalanga in May 2021,due to Lockdown he canceled the trip and promised to pay back or refund my money. He kept promising to refund up to now, he is playing hide n seek. The funny part he keep posting about other trips that he hosted. I really don't know what to do anymore to get my money back. I sent her the last message on the 13/11/21, he never responded.
