Animal Cruelty from people who claim to help stop animal Cruelty

My mother who is a pensioner took her injured dog to Johannesburg The Animal Anti-Cruelty League with appointment.the dog was given a tranquilizer and my mother was told they would not help until she paid them,the dog cannot walk and is in pain,did not do ex rays or help in any way,she has to go back when she can pay.this is clearly animal Cruelty for not helping people who cannot afford to pay on the spot
