VACUUM CLEANER DEJA VU

We ordered a vacuum cleaner that took forever to arrive. When it finally came, it had clearly been used already and it made a high-pitched whining sound when you turned it on. We asked for an exchange due to it being faulty. When the exchange FINALLY came, it was the exact same vacuum cleaner we had returned, however now it was missing a pipe! LOL. How can people run a business like this?
