Unfair business practice ? non compliance with legislation

I find it unacceptable that at the point of purchase I cannot see whether I am purchasing from a VAT vendor or not. By law a price need to display whether it inclusive of VAT and thats just not the case. Only after requesting an invoice, which I can only do after receiving the item, do i then find out that there is no VAT and I lose 15% of my claim.
