they never delivered the item and no refund

<p>i purchased a television online, on the delivery expected date they told that the special is for two items and get one free, yet the sales person have been communicating with me on the phone and never mensioned that, he appologised for his mistake and promise to top up with R3000 for the 2nd item and i send another R1500. the next delivery date came and i didnt recieve my tv, when i called the sales man said he was short of R1000 to make up the R3000, i then asked for a refund he told me that i have to pay 20% upfront to cauncel the order which is actualy more than the R1000 that my order is short of.. i still dont have the Tv and my refund.</p>
