TakeAlot refusing to issue a timeous refund

I recently had a very disappointing experience with this company. I placed an order and made payment, a few days later I was informed they were unable to get part of my order. I immediately asked them to cancel the order and issue a refund but I was told their internal processes do not allow orders to be cancelled before dispatching. In addition they refuse to give me a refund until the part order has been delivered and then returned.

Not only did they change my order without any permission but now they expect me to wait for a refund because of it. I've tried numerous times to discuss this with TakeAlot but to no avail. Very disappointing.
