Samsung phone with a blocked IMEI number

Hi, we used my wife's account to purchase two cellphones from Takealot, one's IMEI number was blocked by Vodacom as they suspected that the cellphone was ****** and we were told to take the matter up with Takealot of which we did, the cellphone was only tested for working and not for what we complained about, sim1 of the said phone is not working as it has been blocked, Takealot keeps declining our return as they argue that the phone is working, only if it was tested with sim cards then they would notice the problem, I'm utterly disappointed in their service.
