Samsung phone

Purchased a cellphone in October 2024. It was returned 3 times for freezing and it is still freezing. I requested a refund and was told that it is up to the supplier to refund but the supplier is not not fixing the phone they are just returning. I want to speak to someone that has authority to make decisions, take action and find solutions.
