poor service/ dishonest

My order was delivered today , Gave the driver more than the order price the driver left without giving the change. I couldn't sign for he package myself as I'm pregnant and had to go to the doctor. My trustworthy neighbor, who is a pensioner signed for it. HE said the guy took the stuff out of his boot said sign, took the money and left without giving the change
