No refund for an Incorrect item and coining delivery fee

Hi I ordered 135 gsm adhesive photo paper from takealot twice and both time they sent me the incorrect item. The first time I got Matt adhesive paper and had to log a return on 30 Jan 2023 still waiting on my refund. I ordered the product again as I need it for a project and today I collected it and the label id self adhesive phot paper but got normal photo paper instead. How do u get the same thing wrong twice. Takealot refunds the item price and not the delivery charge and everyone I need to pay delivery. What a ******* coining it on delivery fee and not refunding or replacing my items.
