No Delivery of Parcel

I placed an order on the 3rd of November, and sent communication that I would like to cancel the order the same day. They said I should wait for communication about delivery which was due on the 9th of November, although today is the 18th of November and there has still been no communication. I cancelled the order on the same day I had placed it and asked for a refund, although it seems they are dragging their feet purposely now that a refund is due.
