Incorrect item received and paid for items not received

Incorrect item received and paid for items not received no feedback on complaints sent on or return preferred outcome on the one order was what they decided no replacement phone.. incorrect product received was received in open packaging and still no feedback on the items ordered really unacceptable. I feel this is a violation of the consumer act products paid for and no products received!!!!
