False adverti*****t

I responded to an ad for a 48volt battery drill that shows 48 volts, electric impact hammer and when I received it I checked on the batteries it stated 48 volts yet when I tested the voltage it only shows 20 volts and the charger output is only 21 volts plus it is not hammer action as advertised
