aftersales service does not exist

i ordered a roll of 100m of 3c/2.5mm2 cable and received 81m which I returned I have ordered 7rolls of cable which have all been returned due to the fact that they have all around the 80m in length i have spoken to several how assured me the next order will be correct and have asked for a manager to contact me to be able to resolve this issue which has not happened
