2 tattoo sleeves

I ordered two tattoo sleeves at takelot Potchefstroom pick up point on the 28th of January, a tattoo sleeve is about R99 a sleeve, it was delivered on the 29th of January, the full amount was about R198 and so i gave the driver R200 for it and put my signature on his phone afterwards, everything was ok, i received an email 7days later saying that they did not received cash on delivery on the 29th of January, it's either that specific driver is *******, or maybe not in the right head space, i just need to know who's fault it is, my fault or the drivers fault, i can't pay R400 for R200 items while the driver is having fun wirh my money no ways, maybe a lie detector test will do to prove who is in the wrong i guess....
