Supersonic slow as a snail

I have been trying to get fibre for my flat via another ISP, the problem is that the line is still active with Supersonic. The previous tenant cancelled the connection and has confirmation that it was done. But why can I nor activate connection with my ISP of choice? For 2 weeks now I have been waiting to hear from Supersonic with regards to cancelling the connection.
