SSL***6 Service Upgrade

I have been trying for two weeks just to increase my line speed on an already existing line. Every time I phone, if I am lucky to reach someone, I am informed that it has been escalated and my speed will be increased within the next 24-72 hours. This has been ongoing since last week with no success.
