Poor Service and false advertising

Good day My brother ordered watch online, Fossil watch @ R1799, paid for it, money deducted and received confirmation of the order. The nextday he received an email that his order has been cancelled due to inventory issue. Then the next email, Anthony says that he will be refunded, then another email later that payment was unsuccessful. POP is in my possession and email correspondence. All I would like to know is when the watch will be delivered. Regards Leigh
