Incorrect size delivered twice!

Ordered sneakers and the incorrect size was delivered. I then ask for it to be exchanged only for the incorrect size to be delivered again! Was told that this is because the correct size was not available, why on earth would you pack the incorrect size or show stock availability when ordering?

Frustrated at the incompetence from this store.
