Delivery during level not happening

I am so disappointed I placed and payed my order after Superbalist.com has said that they deliver during level 4,i have placed winter clothes for myself and my kids but all of a sudden they are unable to deliver, I am trying to cancel my order to get my money but no one is responding to my email or taking our calls am so angry cause should I known I would have placed the order in the 1st place
