Proper procedures not followed…Meter blocked without proper procedures followed

I am giving this STSS the lowest possible rating (Stss -1). They blocked my electricity meter number without any proper processes followed , no legal authorisation (court order), causing significant inconvenience and raising serious concerns about their operational procedures
