The increased Basic Electricity charge is as per council guidelines.  The City of Ekurhuleni charges the Scheme a monthly fee per point of supply. The Board of Trustees mandated STss to recover said Basic Electricity fee from residents on a daily basis.  As per council Tariff B: Residential and Bulk Residential (Section R.1.2 Prepayment Metering) the monthly fee per point of supply equates to the following:  Charge Excluding VAT  2020/2021 =  R20.00       2021/2022 = R52.00
Charge Including VAT  2020/2021 =  R23.00       2021/2022 = R59.80
Daily charge                  2020/2021 =  R0.76         2021/2022 = R1.97   Please see below Website links for more detailed information.  2020/21: https://www.ekurhuleni.gov.za/residents/tariffs/tariffs-2020-21/4653-schedule-2-of-electricity-tariffs-2020-21-1/file.html  2021/22: https://www.ekurhuleni.gov.za/residents/tariffs/2021-22/5139-schedule-2-of-electricity-tariffs-draft-2021-22-version21may21/file.html
