Why did they not disable online if they were not operating?

I ordered online but when I went to pay and collect, they had not yet opened. This was at 10:10. I was told my meal would be ready by 11:30. When I got to the store, debonairs, steers and fishaways were in a collective meeting. At 15:35, I'm called again and asked if I'm going to collect my order
