STEERS WATERGATE DELIVERY

I ordered online 14h30, the money was deducted same time, I understand with new regulations there may be delays however I don't understand how they can accept orders knowing they aren't able to satisfy the customers or cope with the order load. I still haven't received anything and it's nearly 3 hours later, there is no number for the restaurant anywhere online and the number that is available says unavailable when I try to phone. I think this is pathetic and feel they should have just declined the order if they reached a mass of orders already
