Poor service by manager

I walked in to the store just to buy ice cream, I qued for 4 minutes I was then assisted by a friendly cashier Sive Nyengule, I then went to side to collect my order I stood there for literally 8 minutes and there's 2 to 3 ladies that came after me and they were assisted while I am standing I then went back to the cashier to ask for a refund as m standing there no one is acknowledging me, she even tried to help me I then asked her to call the manager so that I can talk to her/him, wow what an attitude from the manager she didn't even want to come closer to us she just shouted what does he want refund just refund him n let him go with attitude, I then greeted her and I asked her are you the manager she said yes with attitude still I then left her and I asked Sive the managers name she was scared to give it to me, that clearly tells me that the manager is not a manger but a boss whereby people are scared of her I didn't get her name but the rouster for today at 14:35 will tell who was the manager on duty short dark lady, shes so rude I won't go back to steers in Southgate again because of her,instead if I was a regional manager I'll make Sive the manager and make the lady a cashier with a hope of her improving on her customer service, what kind of a manager who is not worried abt customers and also just willing to refund without sorting out the problem so she's not worried abt the turnover and a daily targets, my contacts are ***, area/regional manager can call me n tell me how do we solve this poor customer service by the manager.
