Order incomplete but paid in full

I ordered a quarter leg with chips and burger with chips at Steers engen garage Parktown. i paid the order with card then went inside emmediatley after delivery and opened my order, the order was incomplete, the burger and chips were not there i ran out to check the driver but he was nowhere to be seen, i called the store, no answer, i even called the customer care and i was told ill be called back by the restaurant, no call received . i am very disappointed and I'm not going to take this further, my colleagues told me its a norm because they know we don't have time to go complain at the store
