No gloves near the bun

on the 11th of Oct I bought a cheeseburger from the Steers branch attached to the Engen garage in Mill Sreet, Cape Town. NONE of the staff putting together the hamburger wore gloves. Surely this is not correct or meets food outlet regulations??
