Delivered no delivery

Placed a delivery order @14:40. The app notified me the delivery is complete at @15:14 what a shocker. No delivery. Go to inquire about it. The orders is still at the shop. I am asked to rate the delivery service for an order that was delivered but is still sitting in their shop. Truly last time I ever use steers.
