Appalled with steers reservoir hills

Absolutely appalled by steers reservoir hills. I placed an order online and it was accepted by the store, a few minutes later I get a call from the store to cancel my order and redo it and pay online. I have always ordered on steers app and always used card on delivery but this store however refused that option and tells me the owner doesn't allow it. I called the services centre, the agent advised that is wrong and was calling the store but shortly after hung up on me and never called back. I called back the store to find out if I am going to receive the order and they said no, I asked for her name she refused and rather put me on hold and left me to hang on the line, however when she answered I do remember her saying palesa. Can steers advise me when did the card on delivery payment option change
