"Agreement not honored in time"

I went to the dealer, for to buy back the car I was using on the 26 September 2022. They delayed the payment to Westbank. Which they payed off the car on the 20 October 2022. They used the latest settlement instead of paying the agreed price from the first settlement. I paid them the difference we agreed on. They did not pay that agreed amount.
