Repurchase instruction ignored

I submitted a repurchase form last week, and specifically requested that either one of the following to be done :

(1) When the repurchased funds are deposited into the university account, the reference number needs to be used for proper allocation of funds. (2) Alternatively, Proof of payment should be sent to me.

My account was debited for the amounts, but the funds are not reflecting anywhere, and no Proof of Payment was send to me despite numerous calls.

I raised multiple request for Proof of payment, the latest being ***5 and ***4.

No luck so far for a week, despite multiple calls and emails.
