No pay out

I have an annuity policy that I want to cancel and put into a 32 day notice account. The call centre agent was very friendly but informed me that according to government legislation, I don't have access to my money and can only have monthly payouts as I've had previously. My only option of getting the lump sum would be when its dropped below R50k. By then I would have passed away. This is unacceptable as I need to buy a secondhand car as I'm stranded and don't have any transport. Please help.
