Who should I blame, the BANK or the LAWYERS

I have made a home loan with STD for R395 200 and requested a greater amount of R500 000 which I did receive a guarantee on and the lady at the lawyer informed me that I should go to the bank after registration so that they can send a valuator to the house too see if the house is worth R500 00 Marisa from the lawyer also send me a clause which she receive from the bank confirming this and that I need to fill out an application form. So today when I went to the bank for the balance they informed me that I am a high risk as I am a new customer, don't have a track record and need to wait for 12 months before approval. I informed them no where in the clause does it state that I need to wait 12 months. They also does not want to assist me to apply for the balance as they say it will be declined with no reason. I mean I am a STD client all my life and now they come and tell me of a record and high risk. I don't understand why was the loan the approve in the 1st place if I did not have a good record. I am really not satisfied with service receive it is very pathetic and why was there a guarantee issued for R500 000 with no clear explanation. I wish for this matter to be resolved asap
