When will i receive my money

I bought a house throw stander bank homelones and added a extra R40 000.00 on the amount to repair the house but now the bank does not want to give me the R40 000.00 to repair the house the said I must first repair the house and give them the slips for the total of R40 000.00 then I will receive the money. so I would like to know why will I ask for the money if I had the money. and the installment that I am paying every month is for the full amount including the R40 000.00. I have been talking to the people at stander bank for 2years now and still have not received the money and I pay my installments ever month. can anyone help me please
