Waiting very long for my original Title deed

My bond was cancelled/settled the 14/06/2015 and still waiting on the original title deed. I've been by Eerste River spoked to Sylvia and Kuils River branch spoked to Natalie and Sumaya last *** . Please note since March 2015.Municipalitycut off date is the 19/06/2015 ,if everything is not transferred by then ,then I have to pay R3000.00 again. The masters want me to pay for a lost of title deed that will cost R1500.00. I want to know why must I pay and wait for something that should have received seven month after the bond was settled.
