VEHICLE REGISTERED ONTO ANOTHER PERSONS NAME

Whilst at the Traffic Department trying to renew my license, the traffic officer informed me that I was no longer the owner of my Toyota Hilux. The Vehicle had been transferred onto a certain Mr Mokoena from Mpumalanga on 21 April 2015. Since being informed of this, I have been in constant communication with Lumka Ngqame at SBVAF, who promised she would get hold of a teamleader at the NATIS department, but to no avail.. I want to know how a change of ownership has happened without the original NATIS document and whilst this vehicle is still under finance.
