Unwilling to release transfer

Some time ago i won R5800 at a local online casino. I sometimes use a Neteller Account (Offs**** Account) to deposit money from my bank account and then from there to online casinos for safety reasons.

Last year i won money at a casino, about R4000, it was paid into my Neteller account and i then transfered it to my Standard Bank cheque account. Within a few days the money was in my Standard Bank account. This account have been closed for about a month now since i opened a new business account.

About 2-3 weeks ago i won yet again. I once again transfered money to Neteller account and from there to my Standard Bank Access account (savings account). It took longer then i remebered from the previous time. I thought it might be because of all the public holidays.

Friday 28 April 2017, i receive a call from Standard Bank, i miss the call so i phone back. I then proceeded to talk to a lady who wanted to know what the money was for. I told her i won it at a casino and use my Neteller account to transfer money back and forth. She then proceeded to put me on hold. After a while she was back and told me i cant have the money beacause i gambled. Gambling is *******.

I then told her its local, its just and offs**** account i use. The more i told her this is not fair the more she told me gambling is ******* and they are not going to transfer the money. I asked for it to be transfered back to the sender (my neteller account), she refused. She told me the money is going to be given to Gambling SA. I got EXTREMELY upset. If gambling sa can get the money in sa, why cant i?? I told her she needs to sord this out because i am not accepting it and i slamed the phone down. Standard Bank was about to TAKE R5800 from me and give it to someone else.

How did they transfer the money once into one of my accounts from neteller about a year ago and now they have one hell of a problem with it. If you transfer it once why cant you do it again? Money was won local, only paid from offs**** account.

I then called again, spoke to someone else, explained again. Being afrikaans, speaking to all english people is not always easy. He was kind and told me to hold. Once again he said his manager said no, its an offs**** account they are not going to transfer the money. No matter how hard i tried, even when i said it was localy won money, they refuse to transfer because its an offs**** account. The gentleman then proceeded to ask if his manager can phone me back, i said yes but before hanging up i asked if he would be able to transfer the money back to the sender, he then said yes, i asked if he can do it NOW, once i hang up and again he said yes. I then said, his manager then doesnt have to phone me as he will be sending the money back to my offs**** account and ill then transfer to some other account instead of Standard Bank.

Since that day (5 days later) not one word from anybody at Standard Bank, no calls, no money in my local or offs**** accounts.... I even sent an email to Customer Complaints at Standard Bank explaining my situation asking them to please assist me as i feel this is unfair. NOTHING, not one word. I dont know who to call, who to mail or what to do....

My points:

You did it once, why cant you do it again? Did someone not do their work with the last transfer i received from Neteller?

International gambling is ******* but local is legal, why should you refuse my transfer JUST because i am using an international account for safety reasons at times?

How can you tell me you are giving my money to Gambling SA (Obviously SA Accounts) but you cant transfer into my SA account?

Why does one operator say she CAN NOT send the money back to the sender but another says he CAN?

How is it so easy for Standard Bank to allow transfers to offs**** accounts but such big deal to receive?? Esspecially it being local money?

How is one to explain a situation when Standard Bank refuses to listern??

I WILL be closing ALL my accounts with Standard Bank if this is how they want to do business
