Student loan problems

I app**** for a student loan in June of this year for my brother over Standard Banks website, I was provisionally approved and received an sms stating that they would contact me to go and sign the contract, but I never received a phone call, sms or even as much as an email. After this had happened we approached the bank in connection with the loan, I was then told that my time frame to sign the contract had expired. Standard Bank told me I had to re-apply for the loan which I did and was declined because I was not given the option to attach the documentation with the application. So naturally we went back to the bank. While struggling to get this student loan re-approved we were told it would be quicker and easier to get a personal loan, which I cannot afford due to monthly installments being way too much and is that not why there are things like student loans? We then app**** once again after waiting 21 days between each application and we were told our applicaton was being processed by the Standard Bank website. In the same breath the website preceded to tell me that the application had once again expired and now my brother cannot carry on with his studies due to the incompetence of Standard Bank. My question to Standard Bank is why do we have to re-apply for a loan that has already been approved. It is now November, five months after the original application and we still have not had any luck.
