Stranded Bank

I have experienced two cases now where I have been stranded in a foreign country with no access to my bank account, thanks to Standard Bank.
This last time has left me with a massive telephone bill that Standard Bank should pay.
I called the call center before to notify them of my travels so that ***** would not block my account (as they did on my previous trip even though I had alerted them) I then called them back two days later to double check and they reassured me there would be no troubles.
Well this was clearly not the case as I was stuck in America for a week with NO access to my money, only the bit of cash I had brought along with me. After speaking to them every day for a week, being put through to countless departments/people I finally landed up speaking to someone who said my proof of address was not updated on their system, so they put a block on my account. WHY! Surely they check the full status of my account before I travel?
How do I go about claiming back a $200 phone bill from them when no one on the call center seems to care about the problems they have caused for me? This is a huge sum of money for me and I shouldn't be responsible for it.
