Standard banks refusal to close account

I went to see Standard bank to close my account because I have no income. The lady at Beacon Bay said she could not close it because there are bank charges of R220. I said to her that is why I need to close it I cannot pay as I have no income. They refused to close the account. I have sent emails which is ignored. I need this account closed. The bank charges are sitting at R3500 and still going up.
