Standard Bank's Double Standards

I am a foreign national with RSA permanent residence and have been banking with Standard Bank for close to 8 years now. When I initially tried to secure funding to buy a house, the bank would always tell me that I needed to have RSA permanent residance. When I finally got my permanent residance and RSA ID, the bank could only give me 50% as , according to them, I am a foreigner. Now all of a sudden the RSA ID is not good enough, but my country of origin is now the problem. Where is the consistancy and why am I being treated differently?
