Standard Bank Repossessed house

I bought a repossessed house from Standard bank 9 month ago, still the house has not registered and does not have electricity. I have done all Standard bank, it's attorneys(Haasbroek & Boezaart Inc) and their Auction house(Red Star Auctioneers) requested from me which include( paying 10% deposit, Doing electric CoC, Gas CoC, getting occupation certificate, getting Spluma certificate, updating the property plans...). Their attorneys are now saying they do not have enough funds to pay the outstanding municipality fees so that the municipality can reconnect the electricity. The entire process is stagnant again because of this issue but again seng me a contract saying I should pay they R6900/month and occupy their property which has no electricity!
