Standard Bank allow monies to be taken

My wife closed her Saving account at Standard Bank when she signed up with Standard Bank for a business account. Two years later (last week), my wife's client made payment to the account by mistake using my wifes full name as the payment reference. My wife went to her Standard Bank branch where the bank contacted the new account holder and advised and emailed her to state monies paid in error to her and can she refund monies back to my wife. The women has done nothing and avoiding calls to ask her to make payment.
Standard bank branch management says my wife's problem and nothing more they can do. Customer Care (funny) confirmed nothing they can do as well.

Here are some suggestions:
Do not recycle accounts!
When payment made to the account in the name of the previous account owner, damn well reverse the transaction and don't treat the previous account owner(my wife) as the ********.
Do not allow the current account owner to retain the R8,600 paid in my wifes name to the new owners account as blatantly an erroneous payment.

My suggestion to my wife is close her business account immediately, no longer pay exorbitant banking fees and bank elsewhere.
