Service fee charges on a "closed" account - now I owe Standard Bank money.

Requested account closure on the 13th July 2017, this was not actioned. The only transactions (movement) on the account was monthly service fees. The service fees kept going until this account was in arrears, now Standard bank debt collectors are phoning me to collect the arrears amount. So now I have to pay the arrears to close this account. Could this account not have been closed when the balance on the account reached R0.00? (since I did request this when there was a positive balance).

Debt Collectors still phoning me after I received this feedback from Standard Bank: Good day Mr Roos Ref: ********** 274 We refer to your comment on hello peter and would like to thank you for bringing the matter to our attention. Our records indicate that there was no activity on your cheque account for past 6 months and the balance is made up of fees. Accordingly, a request has been forwarded to our collections department to close the account. We trust that you will find the above in order.
